Why asking the site to take the page down usually fails

Does suppression delete the page from Google?

No. The negative page still exists after a successful campaign. Anyone holding the direct link can still open it, and anyone searching the exact headline can still find it. What changes is that the person who searches your name and stops at the first page, which is nearly everyone, no longer sees it.

It is also less final than a removal. The assets stay and keep working, but Google keeps re evaluating pages, and negative content can gain links or get refreshed and start climbing. That is why monitoring continues after the build phase: when a suppressed result starts moving up, the monthly tracking catches it while it is still on page two.
